39 Essex Chambers Welcomes Six Barristers to Its Public Law and Civil Litigation Practices

We are delighted to announce that 39 Essex Chambers has welcomed six exceptional new members.

Saara Idelbi is a dynamic legal professional, strategic advisor, and effective advocate, recognised by Legal 500 as a ‘Leading Junior’ in the areas of Administrative Law and Human Rights, Court of Protection and Community Care, as well as Inquests and Inquiries. Saara is described as “a calm, unflappable advocate. She has a well-judged manner in the most sensitive of cases and is always meticulously prepared.”

Philip Dayle practises in the fields of Commercial, Inquests and Inquiries, International, Public Law and Regulatory. Ranked in both Chambers and Partners as well as Legal 500, Philip is described as “always a pleasure to work with” and a barrister who “delivers high-quality and insightful work”.

Matthew Wyard specialises in matters concerning mental capacity/Court of Protection and public law. Chambers and Partners: “Matthew is an outstanding advocate with a fantastic grasp of complex, factual cases and a thorough and detailed knowledge of the legal framework. His client care is exemplary.”

Alex Cisneros specialises in public law and private client work, with a particular focus on mental capacity. His practice spans complex Court of Protection health and welfare proceedings, property and affairs disputes, and related public law challenges. Alex is described by Legal 500 as “highly conscientious and always turns around good quality work expeditiously. He has good attention to detail and leaves no stone unturned. His advocacy is impressive and effective.”

Rebecca Livesey has a flourishing practice specialising in business and property, clinical negligence, inquests and personal injury work. Legal 500 2025: “Rebecca is a great junior barrister and a pleasure to work with. She is able to hold her own on complex cases and has a brilliant manner with clients. Her team leading is very strong and her written work is concise and to the point.” 

Sam Fowles is a public law specialist whose practice includes constitutional law, judicial review, human rights, planning and environment, information law, inquests, public inquiries, and public international law. Legal 500, in 2025, describes Sam as an “incredibly tenacious” barrister who “has an encyclopaedic knowledge of constitutional legal positions that he is able to draw on with apparent ease . . . He is very impressive and punches above his year of call.”
