When are claims for Universal Credit "made"?

In its first decision to consider the "digital by default" process for claiming Universal Credit, the Upper Tribunal Administrative Appeals Chambers has held that a Universal Credit claim is "made" only once a Claimant's has clicked "submit claim". See De C v Secretary of State for Work and Pensions. An incompletely filled in application is not a "defective claim" even though the data is on an "official computer system."
