In its first decision to consider the “digital by default” process for claiming Universal Credit, the Upper Tribunal Administrative Appeals Chambers has held that a Universal Credit claim is “made” only once a Claimant’s has clicked “submit claim”. See De C v Secretary of State for Work and Pensions. An incompletely filled in application is not a “defective claim” even though the data is on an “official computer system.”
