From 1 May 2020, the legal duties in relation to children and young people in England have changed significantly. Timescales in relation to Education, Health and Care Plans have been relaxed and local authorities now only have to use ‘reasonable endeavours’ to secure provision in EHC Plans. Steve Broach and Tom Amraoui will outline these changes and take questions on how local authorities, providers and families should respond.

As well as addressing further questions raised during the webinar, this session also includes an update on the proposed application for judicial review, challenging both the Notice downgrading the duties in section 42 of the Children and Families Act 2014 to ‘reasonable endeavours’ duties and the Amendment Regulations which relax the timeframes for various EHC Plan-related processes when the ‘coronavirus exception’ applies.
