“The Government published its Rural White Paper in November 2000, containing proposals for the better management of the countryside, and also proposals for remedying what were widely recognised to be substantial problems faced by rural communities in the 21st century.  The White Paper was not universally praised.  Following the creation of Defra in June 2001, a review of the White Paper was commissioned by Lord Haskins, who reported in November 2003.  The Government incorporated Lord Haskins’ findings in its Rural Strategy, published in July 2004.  This Act implements key aspects of that strategy…”
