“The European Community’s Sixth Environment Action Programme lists wastes as a key environmental priority to be met by the Community in the period covered by the programme (2002-2012), and includes “better … waste management” as one of its specified aims. One of the matters that it appears to acknowledge as needing attention is the very definition of “waste” itself, as it calls for “clarification of the distinction between waste and non-waste”. The Commission has also foreshadowed a debate on the definition of “waste” with a view to increasing certainty…”
