Letter before claim leads to significant post-16 transport policy reversal

Following a letter before claim seeking to challenge Hampshire County Council's new Post-16 transport policy for the academic year 2020-2021, Hampshire CC withdrew the policy and has now adopted a new policy. The new policy refers correctly to necessity as the relevant test for the purposes of eligibility for post-16 transport (as opposed to "exceptional circumstances" in the withdrawn policy). In addition, Hampshire CC has decided to reduce significantly the costs savings it intends to make from the policy, from £680,000 to £170,000.
