Hefin Rees QC was asked to give evidence to a House of Commons Select Committee, 23rd November 2015, on the constitutional significance of the new draft Wales Bill 2015.

The Wales Bill changes the devolution settlement for Wales from a conferred powers to a reserved powers model, and Hefin’s evidence highlighted the potential problems over the new “necessity test” that the Bill has introduced for Assembly Bills that effect civil or criminal laws applicable in Wales.
