Gordon Nardell QC is contributing to a panel briefing on the Fourth Rail Package at the European Parliament on 28 May. The Commission’s proposals seek to extend liberalisation of passenger rail services in Member States. The Parliament’s First Reading position, adopted in 2014, made substantial modifications to the proposals.
This briefing coincides with trialogue discussions between the institutions in an attempt to find a compromise. Gordon’s contribution assesses whether, in the light of the UK’s experience of rail franchising, the proposals are likely to meet the Commission’s objectives of strengthening competition and investment in rail services. The briefing is organised by MEPs Lucy Anderson (UK) and Jens Nilsson (Sweden).
