Screening For EIA

For an example of screening in relation to development of a housing site on contaminated land, see ENDS Report 11 December 2018. Swindon Borough Council determined that EIA was not required in respect of the development of the Newburn Sidings site. The screening decision did however indicate that historic contamination should be investigated prior to submission of any planning application. The screening request has cited previous investigations and referred to a high risk of contamination associated with asbestos, heavy metals, PAHs and TPHs, associated with ashy layers within made ground. Migration downwards into the bedrock was not regarded as likely.
