Stephen Kosmin successful in leading Court of Appeal case concerning costs in public law proceedings

On 4 May 2016, the Court of Appeal handed down judgment  in R (Tesfay and others) v Secretary of State for the Home Department [2016] EWCA Civ 415.  Stephen Kosmin was junior counsel in this important case, which considered the cost implications of the Secretary of State's withdrawal of human rights certifications in Dublin II Regulation cases.  As such, it is now the leading authority to consider costs in judicial review cases since M v Croydon London Borough Council [2012] EWCA Civ 595.
